Mejora de Vehiculos

We have altered the performance of all the vehicles currently in the game. These changes will go to test center with publish 27.

All vehicles have been made approximately 25-30% faster. The previous hierarchy of speed remains the same; meaning the fastest vehicle is still the fastest and the slowest is still the slowest. If you left an X-31 in your dust before, you still will. If an AV-21 left your vehicle in its dust, it still will.
All vehicles have had their slope climb increased dramatically. The faster vehicles will have an almost imperceptible change in speed when they hit a slope due to momentum. However, all vehicles will climb slopes faster than the fastest climber from the old system.
All vehicles except the V-35 and both skiffs have had their collision radius reduced. This will make them fit inside cities better. They should all fit through the smaller arches in the cities.

We'll need feedback on the 'feel' of the faster speeds. We may need to tweak these according to customer responses.
